What started with two HMOs being brought to our attention has rapidly turned into a much bigger investigation — and the number of reports coming forward is truly astonishing.
Last month, two HMOs were brought to the attention of Locals First Initiative. At the time, we believed we may have been looking at two isolated cases…….We were wrong.
Over the past four weeks, an increasing number of members of the public have contacted us with information about other properties across Newry which they believe are being operated as HMOs.
The scale of what is now being reported to us has taken us by surprise.
And as we have started digging deeper, serious questions are emerging about the people and businesses involved in this growing market. We are looking at the role of landlords, property owners and estate agents, and whether there is a wider financial incentive behind the increasing use of properties as HMOs. But our investigation is now going beyond simply asking who owns these properties and who profits from them.
We have made applications through the proper channels for information and documentation, and we are now at an advanced stage in gathering the data.
We intend to release the information we can verify to the community once the appropriate processes have been completed.
Some of the information and circumstances being brought to our attention have raised extremely serious concerns about whether vulnerable people may be being exploited for accommodation and employment purposes.
In particular, we are examining whether there are circumstances that could potentially involve labour exploitation or human trafficking.
These are very serious matters, and we are not going to make allegations without evidence. However, if the information being brought to us is substantiated, then this could go far beyond a housing issue.
It could potentially raise questions about exploitation, worker accommodation, illegal employment practices and the treatment of vulnerable people.
That is why we believe this investigation must be allowed to run its course.
The questions are straightforward:
How many HMOs are operating across Newry?
Are they all properly licensed where required?
Are they meeting the required standards?
Who is profiting from the expansion of this market?
Who is living in these properties, and under what circumstances?
And are any vulnerable individuals being exploited for cheap labour or accommodation?
Newry is already experiencing enormous pressure within the housing market. Families are struggling to secure suitable accommodation, rental costs are placing increasing pressure on household incomes, and the availability of traditional family homes is a growing concern.
Against that background, the rapid expansion of HMOs deserves proper scrutiny.
We want to make one thing absolutely clear: this is not an attack on every landlord or every HMO. Properly managed accommodation that complies with the law has a legitimate place within the housing market.
Our concern is whether the current scale of HMO activity is being properly monitored and whether enough is being done to understand its consequences for the local community.
Two properties became our starting point. Four weeks later, the number of reports coming through the door has grown substantially.
That should concern everyone.
Locals First Initiative will continue investigating the information being provided to us. We will seek to establish the facts, examine the properties and businesses being brought to our attention, and ask the relevant authorities what oversight is actually taking place.
Where we uncover evidence of wrongdoing, we will not be afraid to raise it with the appropriate authorities and bring the facts to the attention of the community.
We will not make accusations without evidence.
But equally, we will not ignore what local people are telling us.
